For $HCl$,the $H-Cl$ bond is too strong to be broken by free radicals. For $HI$,the iodine free radical $(I^{\bullet})$ formed is stable,but the step involving the formation of the $C-I$ bond is endothermic,and $I^{\bullet}$ radicals tend to combine to form $I_2$ instead of adding to the alkene.
