When both inputs $A$ and $B$ are at a high potential $(1)$,both diodes are reverse-biased and do not conduct. The output $V_0$ is then pulled to the high potential $(+5 \text{ V})$ through the resistor.
Thus,the circuit acts as an $OR$ gate.
