When the extinguisher is inverted,these two solutions come into contact and react to produce carbon dioxide gas $(CO_2)$. The reaction is: $2NaHCO_3 + H_2SO_4 \rightarrow Na_2SO_4 + 2H_2O + 2CO_2$. The released $CO_2$ gas helps in extinguishing the fire.
