(A) The reaction involves an $S_{N}2$ mechanism. In an $S_{N}2$ reaction,the nucleophile ($OH^-$ from $NaOH$) attacks the carbon atom attached to the leaving group. Between $-Cl$ and $-OEt$,the chloride ion $(-Cl^-)$ is a much better leaving group than the ethoxide ion $(-OEt^-)$. Therefore,the $OH^-$ nucleophile will preferentially attack the carbon atom bonded to the $-Cl$ atom. This attack occurs from the backside,leading to an inversion of configuration at that chiral center. The $-OEt$ group remains unaffected. Thus,the product is the one where the $-Cl$ group is replaced by an $-OH$ group with inverted stereochemistry.
