In this molecule,there are two hydroxyl groups: one is a phenolic $-OH$ group and the other is an alcoholic $-CH_2OH$ group. Phenolic $-OH$ groups are generally less reactive towards nucleophilic substitution with $HCl$ because the $C-O$ bond has partial double bond character due to resonance. However,the alcoholic $-CH_2OH$ group is a primary benzylic alcohol. Benzylic alcohols are highly reactive towards substitution reactions because the resulting carbocation intermediate is stabilized by resonance with the benzene ring. Therefore,the $-CH_2OH$ group undergoes substitution with $HCl$ to form $-CH_2Cl$,while the phenolic $-OH$ group remains unaffected. The major product is $4$-chloromethylphenol.
