The benzoyl ring is attached to a $-COOR$ group,which is electron-withdrawing ($-I$ and $-M$ effects),making it deactivating and meta-directing. $2$. The phenoxy ring is attached to an oxygen atom with lone pairs,which exerts a $+M$ effect,making it activating and ortho/para-directing. $3$. Electrophilic aromatic substitution (like bromination) occurs more readily on the more activated ring. Therefore,the phenoxy ring is the site of substitution. $4$. Due to steric hindrance at the ortho position,the para-substituted product is the major product. Thus,the product is $4$-bromophenyl benzoate.
