(C) When salicylic acid ($2$-hydroxybenzoic acid) is treated with excess bromine water,it undergoes electrophilic aromatic substitution. The $-OH$ group is strongly activating and ortho/para directing,while the $-COOH$ group is deactivating. Due to the strong activation by the $-OH$ group,the bromine atoms substitute at the available ortho and para positions relative to the $-OH$ group. Additionally,the $-COOH$ group is a good leaving group in the presence of excess bromine,leading to ipso substitution where the $-COOH$ group is replaced by a $-Br$ atom. Thus,the final product is $2,4,6$-tribromophenol.
