This reaction proceeds via an $S_N2$ mechanism. In an $S_N2$ reaction,the nucleophile $(I^-)$ attacks the electrophilic carbon from the side opposite to the leaving group $(-OTs)$,resulting in an inversion of configuration at the chiral center.
