It is insoluble in weak bases like $NH_4OH$ but dissolves in strong bases like $NaOH$ due to the formation of a soluble complex,sodium meta-aluminate $(NaAlO_2)$.The reaction is: $NaOH + Al(OH)_3 	o NaAlO_2 + 2H_2O$.Since $NaOH$ is a strong alkali,it provides a high concentration of $OH^-$ ions,which is necessary to dissolve the amphoteric $Al(OH)_3$.
