When $Br_2$ approaches the double bond of ethylene,the electron-rich double bond attacks one of the bromine atoms,displacing the other as a bromide ion $(Br^-)$. This results in the formation of a three-membered cyclic bromonium ion. The subsequent nucleophilic attack by the bromide ion $(Br^-)$ occurs from the side opposite to the cyclic bromonium ion,which leads to anti-addition.
