The $-CH_3$ group is ortho/para-directing.$2$. The $-COOH$ group is meta-directing.In $o$-toluic acid,the positions ortho to the $-CH_3$ group are either occupied by the $-COOH$ group or are sterically hindered. The position para to the $-CH_3$ group is the most reactive site for electrophilic substitution.Therefore,the bromine atom enters the position para to the $-CH_3$ group,which corresponds to the meta position with respect to the $-COOH$ group.The product is $5$-bromo-$2$-methylbenzoic acid.
