The reaction is: $SiO_2 + 4HF \rightarrow SiF_4 + 2H_2O$. Further,$SiF_4$ can react with excess $HF$ to form hexafluorosilicic acid $(H_2SiF_6)$: $SiF_4 + 2HF \rightarrow H_2SiF_6$. Thus,silica is soluble in $HF$.
