When treated with $1$ mole of $Mg$ in $THF$,the more reactive $C-Br$ bond undergoes oxidative insertion to form the Grignard reagent,$4$-chlorophenylmagnesium bromide $(X = Cl-C_6H_4-MgBr)$. The $C-Cl$ bond is less reactive towards $Mg$ than the $C-Br$ bond,so it remains intact. Subsequent reaction with $CO_2$ followed by acidic workup converts the Grignard reagent into a carboxylic acid group. Thus,the product $Y$ is $4$-chlorobenzoic acid.
